Investigate and cost compliance and development requirements.<\/p><p class=\"has-small-font-size\">\u25cf Develop Stage 1 operational plan<\/p><p>\u25cf Prepare Stage 1 development and operational cost estimates and update business case.<\/p><p>\u25cf Further investigate potential grant funds and other sources fo funding.
